I've done some research, and I believe it means the person cares SO little that the last droplets of care spirit are being sucked out of their body, through their arms, and out of the tips of their fingers, and into the outer reaches of interstellar space to be lost forever. A true indicator that person doesn't give a FLUFF.
 

Arm fluttering is a common gesture used in BFDI. It is usually used by a character for emphasis or to express extreme excitement, panic, or anger.

The gesture went unnamed until "Getting Teardrop to Talk", when Lollipop first coined the term. However, Pillow's research concludes that the gesture is a way of showing extreme disinterest in a topic. She claims that it allows one's "care spirit" to be sucked out of their body, though their fingers, and into space.

Notable coverage[]

In "Well Rested", Fries waves his arms in order to open the Fancy Room, as it has motion sensor. While running from Evil Leafy, Team No Name (except Golf Ball and Tennis Ball) had to wave their arms in order to open the door.

In "Getting Teardrop to Talk", Pen and Eraser flutter their arms when they see how the pentagon is scary. Teardrop flutters her arms when she is interested in Eggy's story. She also did the gesture (off-screen) when Lollipop tried to sell her Fork Repellent, which she probably wanted considering she was stabbed with a fork earlier in the episode. Coiny does the gesture when he begs Four to bring back Pin after he disfigures her. Barf Bag also did the gesture when she got mad at Lollipop and Pillow for undermining her, and Firey also did it when talking to Loser.

In "Why Would You Do This on a Swingset", Lollipop was in an argument with Barf Bag when she grabbed her arms and forced them to flutter. She used this as an excuse to change the subject.

In "Today's Very Special Episode", Bracelety flutters her arms out of excitement for Ice Cube while being swallowed by Four. Pillow takes note once again and recognizes this movement as not caring.

In "Return of the Rocket Ship", Death P.A.C.T. flutters their arms to Black Hole, and Black Hole says he's appalled by this gesture.

In "Don't Dig Straight Down", Bomby flutters his arms when saying "It's too steep!".

In "The Four is Lava", Gelatin flutters his arms when Flower pushes him into the lava. Later, Teardrop flutters her arms when Bleh (except Book) finds Taco.

In "The Escape from Four", Stapy flutters his arms when he's asking Foldy to save him.

In "Take the Tower", Leafy flutters her arms when she suggests her and Firey should fake fight.

In "A Taste of Space", Ruby flutters her arms when she asks Four can she stay in the game.

In "Let's Raid The Warehouse", Firey flutters his arms when he and Blocky thinks Woody likes his gift. Later, Woody flutters his arms when Taco thinks his gift could help him.

In "Who Stole Donut's Diary?", Leafy flutters her arms when she suggests to invite the Have Nots over with them. Bubble also flutters her arms when she says "Let's Party!". Later, Teardrop flutters her arms when Gelatin swipes her comic.

In "Fashion For Your Face!", Four flutters their arms when they try to get the contestants' attention.

In "The Game Has Changed", Blocky flutters his arms when introducing his podcast. Later, Gelatin flutters his arms when Teardrop tosses him into the bush.

In "The Tweested Temple", Woody flutters his arms when he is in the bottom two with Firey. Teardrop can be seen fluttering her arms when she's on her laptop.

In "The Hidden Contestant", Profily flutters their arms in a flashback. Later, Teardrop flutters her arms when Flower is jumping to her.

In "B.F.B. = Back From Beginning", Leafy flutters her arms when she's scared that her and Flower are in the bottom 2. Flower flutters her arms when she says she's coming to save Firey from the jawbreaker. Leafy flutters her arm along with Teardrop after being saved from the jawbreaker. Later, Teardrop flutters her arms again when X thinks she wants to leave the show during challenge 16 in the contest. She later does it again when asked to give a reason to the viewers why she shouldn't be voted out.

In "SOS (Save Our Show)", Gelatin flutters his arms when he's scared of the crack in The Desert.

In "Getting Puffball To Think About Rollercoasters", Teardrop flutters her arms when Eraser threatens to zap her attraction, causing Eraser to put the zap ray away and say she doesn't even care.
